Just for the record: it was a female officer who first told him to lose the scarf. And also for the record: that has to be the single gayest article of clothing I've ever seen in my life. While I don't have anything against people wearing whatever they want, if you wear something that looks like that, you almost have to expect that sooner or later someone will point out the way it makes you look like a complete idiot.
